Context

THE ORGANIZATIONAL SETTING The Air Navigation Bureau (ANB) in ICAO is responsible for providing technical guidance to the Air Navigation Commission (ANC), the Council, and the Assembly. ANB provides technical expertise in aviation-related disciplines to States, industry and all elements of the Organization. The Bureau is also responsible for maintaining and implementing the Global Air Navigation Plan (GANP), including its aviation system block upgrades. The Bureau develops technical studies and proposals for Standards and Recommended Practices (SARPs), and Procedures for Air Navigation Services (PANS) for further processing by the governing bodies of ICAO. The Bureau also develops related procedures and guidance material.

The Remotely Piloted Aircraft Systems (RPAS) Section provides high level technical policy advice and support to ANB in the development of a regulatory framework to facilitate the integration of RPAS in non-segregated airspace and at aerodromes through the development of SARPs and guidance material, and development of updates to the GANP. The RPAS Section is a focal point within the ICAO Secretariat, across Bureaus, for all unmanned aviation and advanced air mobility (AAM) related activities. The intern will work under the direction of the Chief RPAS Section (C/RPAS) on studies related to the regulatory framework for unmanned aviation and AAM integration.

Task Description

TERMS OF REFERENCE Under the supervision of C/RPAS, the intern will:

  • support the development of the regulatory framework to facilitate the integration of RPAS in non-segregated airspace and at aerodromes, as well as other unmanned aircraft systems (UAS), by performing research and drafting documentation;
  • support the development of an advanced air mobility strategy for ICAO, through research and drafting; and
  • review the AAM study group white papers on autonomy and automation, new flight rules, role of the human, and data and information management with the view to suggest a way ahead for ICAO.

Qualifications

At the time of application, candidates are required to have completed or be enrolled in a graduate degree programme (second-level university degree or higher) in a field of study related to aviation, aerospace engineering and/or international affairs. Applicants pursuing studies in countries where higher education is not divided into undergraduate and graduate stages should have completed at least four years of full-time studies at a university or equivalent institution towards the completion of a degree.

Languages

Fluent reading, writing and speaking abilities in English is required. A working knowledge of a second language of the Organization (Arabic, Chinese, French, Russian, or Spanish) is desirable.
